not the hook's own author
minimum = 3 outside wallets, else the pot rolls over
ties = more swaps, then the older hook id
pot = 50% of the bounty balance not yet paid
paid to = the hook's author (its storefront address), in $V4M

Hooks listed by the protocol itself race for show and never win the pot. Anyone can add to the pot: the bounty stream of the rewards contract takes $V4M from any wallet, and every top-up is an event on chain. The keeper posts the result as a Merkle root once the week closes; it goes live 12 hours later and the author claims from Rewards.
